Kwasa Damansara Township: Developers have till May 27 to place bids under RFP exercise for 25.6ha of development.
A total of 20 Tier-1 developers, including YTL Corp Bhd, UEM Sunrise Bhd and Sunway Bhd, have been pre-qualified for the inaugural Request for Proposal (RFP) for the town centre development under the Kwasa Damansara township in Selangor
The 932ha township is located in Sungai Buloh on the fringe of Kuala Lumpur and the master developer is Kwasa Land Sdn Bhd, a unit of the Fmployees Provident Fund. The RFP seeks a development partner for the proposed 25.6ha town centre, identified as Project MX-1 based on the provisional master layout plan, said Kwasa Land managing director Mohd Lotfy Mohd Noh.
The other developers, which also have been qualified for the RFP, are Malaysian Resources Corp Bhd, SP Setia Bhd, Tropicana Corp Bhd, WCT Bhd, Bandar Raya Developments Bhd, Bandar Utama City Corp Sdn Bhd, DRB-IIICOM Bhd. Eastern & Oriental Bhd, Gamuda Bhd, Goldis Bhd, Guocoland Malaysia Bhd, IJM Land Bhd, IOI Properties Bhd, I&P Group Sdn Bhd, Mah Sing Group Bhd, Perbadanan Kemajuan Negeri Selangor and Putrajaya Holdings Sdn Bhd.
Tier-1 developers are basically large-scale companies with shareholders' funds or paid-up capital of RMI billion and above. The township development, which will take 20 years to complete, has two other categories of developers entering into partnerships with Kwasa Land.
Tier 2 includes companies with shareholders' funds or paid-up capital of RM300 million and above, while Tier 3 is for Bumiputera firms with shareholders' funds or paid-up capital of RM1 million and above.
In a statement issued yesterday, Mohd Lotfy Said invitation letters for the RFP have been delivered to the 20 prospective Tier 1 tenderers and the last day for submission is by May 27.
"The 20 developers from the Tier 1 category met Kwasa Land's stringent criteria," he said.
He added tha all tenders will be evaluated on the qualitative and quantitative criteria in the RFP.
Under the qualitative evaluation, tenderers are required to submit development concept and layout proposals for The MX-1 parcel based on approved plot ratio, development phasing, unique features of the proposal complete with overall planning layout, 3D massing and landscape plans.
Under the quantitative evaluation, tenderers are required to submit the tender price on a per square foot basis, along with their financial feasibility analysis.
